Plaintiff not filing evidence since 3 hearings

Hello respected experts,
This is regarding civil case of rented house evac. The plaintiff(owner of home) is not filing the evidence since last 3 hearings and purposely delaying most likely because he don't have any evidence and has put a fake case on me (defendant - tenant).
Can a application be submitted to the court stating this fact of delay, as the judges have changed in meanwhile and might not be aware of this.
Is there any specific law which states that within X days the evidences need to be filed by Plaintiff?

draw attention of court to fact that only adjournments has been sought by plaintiffs and no affidavit evidence has been filed . seek imposition of costs and last chance be given for filing of affidavit of evidence

It is the plaintiff's case, so the impact and botheration will lie on the plaintiff. As a defendant you enjoy the situation at his cost (?). If plaintiff wanted you to vacate the premise but not showing interest in the case, stay put peacefully.
