SIR,
I WANT TO KNOW THAT HOW TO VERIFY A GOVT REGISTERED COMPUTER INSTITUTE BY REGISTRATION NUMBER THAT PROVIDED BY THE INSTITUTE AND THE CERTIFICATE THAT THEY PROVIDE US IS VALID OR NOT

Check with the concerned officials who issued such certificate.
You can send RTI application to such department asking for necessary information.

Any certificate issued by any institution is not valid till the institution is affiliated / authorized by some university / institution to issue such certificate.

In present case you may use RTI to Government department issuing registration or directly ask from the institute whether under which authority the certificates are issued.
