Local law is involved. Meet a local lawyer.

The proposal involves transfer of land held by Scheduled Tribe person and hence the occupant need to apply to the District Collector to obtain the requisite permission from the Government of Maharashtra.

1. Adivasi (Tribal) Agricultural Land can be converted to "Non-Agriculture Land", after due procedures, subject to various parameters.
2. After the land is converted to "Non-Agriculture Land", THEN the land does not remain Adivasi (Tribal) Agricultural Land and hence can be sold for purposes of Bungalow or whatever, BY WHO-SO-EVER.
