As you have completed the final conveyance and the Sale deed has been executed, the title of the property is transferred to you, you can give the property on rent or you can sell it to anyone you want. The earlier owner can never obstruct you to do so.

1) You have purchased Flat in Kolkata , First thing you need to check with some local advocate showing your flat purchase agreement
that whether it is proper as per WEST BENGAL BUILDING (REGULATION OF PROMOTION OF CONSTRUCTION AND TRANSFER BY PROMOTERS) ACT, 1993
2) If any deficiency as per local advocate take necessary steps
3) Then Whether Co-operativre society is formed and conveynce in name of society done. IF not do it
4) If members are less you need to form apartment association do it as per state law
5) I have seen some people who is owner of land and building and give only specific flat and write stupid things that , you don't have rights on land etc. or remaining building . Such stupid thing written is illegal.
6) Form proper organization or take steps for conveyance on name of organization like society and apartment association and then you are totally free

Get document checked first , form organization this is imp. if no one co-operates ask adv. legal steps he will guide you
