Sir,
My wife was got topped in competition exam held by District Consumer forum, Mohali for the post of clerk. after the test the authority scratch the said post due to the post was refilled due to demotion of the person who was earlier promoted. after 2 month one vacancy was being vacant again at same forum but on that post the said authority have not selected the candidate from the said merit list. in the mean time one post of clerk being vacant at district forum, fatehgarh sahib. the authority selected their own person at there and transferred him to the district forum mohali. then what should us do for this. can we file CWP in high court to get the said post.

when the vacancy caused due to promotion is no more there due to reversion of promoted person then the selected candidate cannot be appointed by throwing out the reverted person.
to that extent act of the authorities is is correct.
Now subsequent vacancy ---------- you have not sated whether it arose in same recruitment year and where it was on reservation roster.
you have also not stated whether post at Fatehgarh Sahib and Mohali (two separate distts) is part of same cadre.

Notify President Punjab State Consumer Disputes Redressal Forum (Currently Mr. Justice Gurdev Singh), Punjab Minister-Consumer Affairs (Currently Mr. Adesh Pratap Singh Kairon), National Consumer Disputes Redressal Forum (Currently Mr. Justice D.K Jain), Central Minister-Consumer Affairs (Currently Mr. Ram Vilas Paswan) and members of selection committee from Judiciary of the irregularities.
If there is an employee's/trade union involve them and media.
If you feel escalate to PM.
Probably you have gathered information from RTI and there is irregularity regrading reservation.
Involve your local ministers e.g; Mr. Sampla and opposition Leaders e.g; Mrs Santosh Choudhary and minority commission President e.g; Mr. Bagha.

sir the earlies post was withdrwan in december 2015 and new vacancy erose in february 2016. both the post of fatehgarh sahib and mohali are related to the same cadre. the state commission transfer the persons from one district juridiction to another juridiction.

we have notified the senior authority i.e registrar of the state commission punjab. thats why they transferred me at mansa and harrassing me and pressuring me to tkae no action against them. when i filed R.T.I they warned me and after this they transferred me from nawanshahr to Mansa which is 200 km far from nawanshahr. Not im helpless. what should i do .if i take action then they can harras me more. my salry is only mean of our life. i have one little child aged 2 year nad my wife is also serving in district courts Nawanshahr. my mother is old. I am only single male in my family. please help me

the senior authority told me that they have appointed their own person. if i will take any decision they can torcher me more. earlier they have transferred me at mansa due to this reason.

Probably the registrar has to take up with President Punjab State Consumer Disputes Redressal Forum (Currently Mr. Justice Gurdev Singh) and has informed the President.
You should have recorded all threads (audio/visual/witnessed/minuted).
Your ordeal may not end even if you oblige them, NOW.
Someone has to come to your support; your community,unions ,lawyer, and as already posted etc etc......
Defend your interest, in the best possible manner.

sir all are corrupt that why they transferred me. all employee in the consumer forums are blood related and they appoint their own person always. now i want to go to another department through transfer. can i go another department through transfer. please help me. who will forward my application for transfer and issue me N.O.C ?? is filing application for transfer is my right or not???

You are probably referring to Ms Veena Bhardwaj (Registrar).
Once again you will have to pursue the service rules and apply from new location.
You have not posted the link to service rules.
Are you confident you will get NOC?
First thing first: Build irrefutable written record and Defend your interest, in the best possible manner. Once you have sufficient to defend your employment you can seek other recourse.

The service rules might allow it.
The question arises ; Would your bosses allow it?

Had you sent your contact details: name/phone number/email/address etc by PM I might have suggested some lawyer's name and you could have discussed with an able lawyer and understood the remedies, by now!!!!!!!!!

there is no work is consumer forums and there is only 50 or 60 cases total in each forum and the court works only 2 days in a week. my contact number is 9646164101 and at present at MANSA district. my wife is at District Courts Nawanshahr with CJM.
