Dear Client,

Although, the query is simple every central Government post such as IAS., IPS etc holds their office at the pleasure of the president. It is objective pleasure and not subjective. So the central Government after following due procedure as laid down in Articles 309 to 311 of the Constitution of India would dismiss IAS officer if any misconduct, abuse of power or other forms of indiscipline etc are found during his tenure. If you appreciate this answer please click the thank you button on my profile.

Mr. Josef,

Are you nd IAS Officer and have been dismissed? If so , discuss in detail on what charge, after adopting what process and who is the signatory of your dismissal order.

If not, intimate, how you are concerned with the issue?

I am not able to agree with following views

" due procedure as laid down in Articles 309 to 311 of the Constitution of India would dismiss IAS officer"

these articles do not lay down the procedure.

procedure is laid down in the rules framed under powers vested vide proviso to the constitution.

Mr. Josef,

Ref. your description, this not a matter worth seeking dismissal of a collector.

However, if you are sure and have proof of any corruption against the collector, you may send complaint to the State's lokpal, who can investigate the complaint and take necessaey action against the collector.

Dismissal of a collector can be made by the authorised competent authority on behalf of the President of India that too after following vigorously detailed course of departmental inquiry and after due consultation with the CVC and the UPSC and finally after due approval of the Minister in-charge, if he is actually involved in some case of moral turpitude.
