Noc charges raised by the society

Dear Sir,
I have a flat at Lower Parel and I am a member of the co-operative society.
As I stay in Worli I have given by Lower Parel flat on rent from last few years.
Suddenly the society has raised a bill of INR 30,000/- as NOC charges without any resolution for last year and this year (15000/- per NOC).
My question is if the charges are legal? Are they within their rights? I do not even know if other non occupant have paid this or no?
What do I do? Kindly advice.
