Sir/Madam,
I had joined India post on 02.03.2017 as postal assistant and attended the induction training program at Postal training centre PTC, madurai for 60 days which is compulsory and residential during my probation period. I had paid Rs14000/- to PTC from my pocket for boarding and lodging. Since i am a government employee from 02.03.17 and only after my appointment worked for few days in a post office and then only attended the induction training, please tell me does I eligible to claim/reimburse the Rs.14000/- from the postal department. If so, please inform me the central government rulings by which i can apply for claim

Please clarify, whether you received stipend or full pay of the post during the training period?

Dear Sir,
I had submitted the claim and its been rejected stating that daily allowance is not provided to probationers as per GID(2) of TA rules. But i think its an old rule because earlier postal assistants are first trained at PTC in their own cost for which only stipend is given and only after training completion, offer letter and emoloyment is given. But since 2014 first employment is given and postal diviaions are alloted. After we had started to work and receive salary only, we are sent for training. So how can they direct the govt employee to pay the boarding and training cost from their own pocket instead of sponsoring them.

Sir,
I was appointed from march 2017 and received full pay and allowances from march.i was sent for this compulsory and residential training programme only on sep to oct 2017 as a government employee. From March i am receiving full salary and there is no stipend concept since we are appointed first. But we will be under probation period for the initial two years.

You are mixing up two things together, the training and probation. Even if you received full pay and allowances during training period, you were eligible only for the traveling allowance for the days of journey, not for the stay, as your training constitutes as induction training only.
About the rules, howsoever old rule be, unless amended or deleted by the Government that does not cease to operate and authorities don't enjoy any discretion to overrule the provisions of the existing rules. You should rather be thankful that you were provided subsidized food and residential accommodation with other amenities free of cost, and were not required to pay exorbitantly in the open market outside the training institute.

Thank you very much for the guidance Dhingra sir. Now i understand that still the rule is not amended and so i can't claim my reimbursement. But my concern is i am the native of Madurai where the training was held so if postal departartment would have exempted compulsory residential training for me, i would have saved my Rs.14000/- by staying at my own home and bringing the food from my home as well as would have successfully completed the training. But the training centre rule was everyone should stay there till the completion of training and also pay the cost of rooms & foods for the period of stay. Also in some of other postal divisions, they had sanctioned the bills of the my batchmatrs and even they had given advances to pay the boarding and lodging cost whereas in my division, my competent authority had disagreed citing the rules. From the legal advice i received here, i think my boss is correct.

Official interests cannot be expected to be compromised with the personal interests of the employee. If some division commits some irregularity that does not mean others should also follow that division. Further, every expenditure of TA/DA are subject to strict audit checks and can be recovered any time later, if found irregularly paid.
