Can I take a land from Schedule tribe person on lease for 25 years

Is the land his ancestral or assigned by the government?

His father purchased the land in 1989 but having only registered sale deed. Patta is not made till not. His father is dead now.

When the Patta is not in his name, obtain a Fair Adangal/Pahani copy and if it is ok then the legal heirs of the deceased person (lessors=landlords) with the lessee can execute the lease deed.
