Check up the byelaws of the flat-society,to ascertain the provisions for maintenance, painting and repairs of the whole building, including the terrace. Hope that you are one of the flat owners and member of the said society. You may send notice to the secretary of the society and other flat owners for getting the roof repaired with common fund contributed by all flat owners. You may mention in the notice that, unless they get it repaired within a specified period, urgent repairs would be got done at their costs.
