Let me tell that who has the authority to issue legal heir certificate?Is Gram panchyat has the authority to do the same?

Where do you stay?
In the state of WB no body has power to grant any Heirship Certificate except the Court of Law which grants succession certificate.
The Heirship Certificate issued by the Gram Panchayat has no force of law in WB.

1. ONLY a constitutional authority has the jurisdiction to issue "legal heir certificate". eg. The tahsildar or collectors office or the competent courts, in the respective states.
2. The local Gram Panchayat or the local authority, is not a constitutional authority and hence cannot issue a "legal heir certificate". However they can issue "Character Certificate", Bonafide Resident certificate, Birth Certificate and so on.

In West Bengal the way is to file Title declaration suit in civil court making others as defendants. The decree will act as hiership proof.
