i wan to get the right to information regarding backword class reservation in karnataka state governament so whom to ask and how to ask please if anybody knows just inform me

You may send the necessary application to the Local District Magistrate/ Collector/ Deputy Commissioner also.
or may contact the Social Welfare Department.
Prior to moving the application, find out if the requisite information is available on some State Govt. Website.

@kiran kumar thank you for your consideration sir actually i am from andhrapradesh state i want to know the information from karnataka social welfare department i can't find how to connect them by means does i need to send through it by post from A.P

There are two type of OBC lists one meant for central govt jobs this is available on website of central Govt and also available in market.
state govt are also permitted to have their own list meant for state govt jobs. If such information is not there on web please use RTI.
