If you have become the owner of the flat then you are not only the owner of the flat but also the land beneath it which entitle you to have every say in any matter relating to any changes ,addition or alteration for the purpose of development or for otherwise of the whole building.

can land lord collect property tax as per constitution of india article 265?

It appears that you have not got your name included in the Municipal records as owner of the flat which you have purchased. If this has been done you should be paying the taxes directly to the Municipal corporation. Yourself and other flat owners should take immediate steps.In order to protect your interests in the property yourself and the other flat owners along with the owner of the other tenanted flats should sign the agreement for redevelopment of the building with the contractor. Please consult a local Advocate before you sign any such agreement.
