Written Statement is given against Plaint i.e. main petition. Written reply is given on the applications filed in intermittent stage if some one want to reply.

Written statement is just like an objections will be filed to plaint allegations. We call reply to application is objections to Interim application. Always interim application will have limited prayer.

Written Statement is counter of plaint and is pleadings of defendant under C.P.C where as reply is answer by the opposite party to the application of one party. it does not form part of pleadings.

Written statement is a reply given to the Plaint.
A reply (the arguments for 2nd time) is given by the Petitioner or a plaintiff, after the other side had submitted their arguments. Some times in IA when the respondent files a counter, the petitioner can file a written reply, which is prior to the arguments.
