Can the total area sold (registered in the name of flat buyers) in a multi-story Group Housing Bilding be more than the total area allowed by the concerned Authority as per Floor Are Ratio/ Floor Space Index?

Definitely not as that thmeans the builder has built more area than that sanctioned by the Muncipality. So unless the extra area is regularised the same may be amenable to demolition .

The flat owners who bought the unapproved plan area, are at risk.

The area is no bulit but it is sold and registered in the names of buyers. You know that the bulders don't provide the details of carpet or super builtup area and the concerned authorities don't have any mechanism to check if the total registered area is equal to total sanctioned area.

It is true that many of the builders cheat the buyers. But, if you get the approved plan at the time of purchase, the builder can not go beyond the approved limit.
If they sell UDS exceeding the actual Total UDS, the same can be checked by the EC.
