my wife is a basic teacher at behraich district in u.p. and i am also a basic teacher at aligarh district in u.p. state government has declared zero transfer session 2011-2012,but in special cases by CM transfer may be possible. In behraich district b.s.a. is demanding rs.25000 for forwarding transfer file . while we are not claiming T.A. and transit period and bearing own cost.is this inter district transfer is possible through court? we have two children one is 5 yrs old son and other is 2 yrs old daughter.

In addition to the transfer request through proper channel, you may also send a copy direct to the copetitive authority mentinging all the compelling grounds in support of your wife's request for transfer.
You may also take the help of your elected representative informally for approach to the CM providing a copy of the request for transfer. But don't make any endorsement to any political leader through whom you may be seeking help, as that can be treated as a misconduct on the part of your wife for thrusting political pressure and you would invite disciplinary action for her instead of her transfer.
