Whether its PIL or the writ petition mainatainable

Dear experts
My cousin is staying in Maharastra and her Regional office of the central Govt has made regular appointment to one candidate through backdoor without any notification. My cousin had been working on contract basis and there are other employees who are in similar situated conditions working in the same capacity. Beside there are other employees in different locations of the country who lost the opprtunity to contend against the vacancy
In that case if she files a petition for quashing the irregular appointment.That will be of whether of PIL or writ petition as she has interest which is not personally

file a Civil Writ Petition...

collect entire set of documents which shall include the documents regarding contractual appointment of your cousin, documents regarding fresh appointments made without any notification.

yours is a good case to contest, meet some good local lawyer....otherwise PIL is not advisable tool to get justice....your cousin and other affected individuals have locus standi to challenge the appointment.

You cousin can approach CAT for suitable remedy.

PIL cannot serve your purpose. You have to file a writ petition.

PIL is not the remedy made for facts of your case,you need to file writ only.
