Buying property in pagdi system

Hi,i am staying in chawl system (for past 25 yrs) concern room is in my grandfathers name on Pagdi system (not ownership) Now my uncles want their part of share. If I want to buy concern room solely by giving uncle his share in exchange of NOC from him so that in proposed re-development process I can get my name on consent letter of builder instead of grandfather name by submitting uncles NOC (to avoid any dispute in future/ post re-development)
I want to avoid giving any transfer fee to chawl owner/builder as for them I am showing this as mutual understanding between me & uncle. Just want to check with you all whether this is feasible or not & pros-cons

It is feasible if only you and your uncle are legal heirs of your deceased grand-father. If some other person like sisters of your father/uncle or any other legally entitled person then he is also required to be involved. It shall be better if consent and opinion of builder is sought prior to initiation of any such move.
