Disciplinary proceedings under rule 14 of ccs (cca) rules, 1965

Charged govt. servant represented to the disciplinary authority for change of Inquiry officer as he apprehended bias and prejudice from the I.O appointed by it as the I.O in his capacity as legal adviser to the Govt. had expressed his opinion on the merit of the case at an earlier stage. The representation was rejected by the disciplinary authority without assigning any reason(s). The proceedings have yet not started. My query is that (1) does the C.O has any other remedy for getting the I.O changed (2) can the C.O ask for reasons for rejection of his request (3)any case laws please

1. The CO's please for change of I.O. was rejected by the DA. Hence, at this point no remedy.
2. No. The C.O. can not ask for reasons for rejection of his request.
