whether a civilian can be called in parliament for his act done out of parliament. whether notices issued to kiran bedi ,Arvind & Prashant bhushan are valid.

Yes, the privilege notices issued by the parliament against the said persons are absolutely valid.

A civilian, who is not a member of parliament, will only be acting, doing or saying things only at a place which is outside the parliament. He/she does not have normal access inside the house of the parliament. Therefore, any such activities which are considered to be affecting the privilege of the members of parliament will be taken up by the MPs through the privilege notice.

The noticees, would, ofcourse be given a chance to defend themselves.

Like Contempt of court, it is Contempt of Parliament & hence, punishable by Parliament if found guilty.

MANY TIMES THE THE PRIVILEGES ARE INFRINGED. BUT SUCH THINGS ARE NOT NOTICED VEHEMENTLY. NOW IT IS VEHEMENTLY CRITICISED. NOW NOTICED.
