How plot is yours when not recorded in your name.

Is it a patta by GS /SDM on behalf of state
for which certificate has been issued in your name but land records are still in name of GS/state???
If that is so you can move an application to Tehsildar for mutation of land records in your name on the basis of patta.

Suit for declaration may be filed if the settlement is to be shown at last otherwise the way of revenue courts is best.
