Contact your lawyer who shall apply it on a prescribed form with requisite court fee.

Yes, if you are the party to the case, you or your lawyer can get the certified copy during the pendency of the case,

You have not mentioned whether you want certified copy of order in your own 498a case or of some one other's case.

However, if the case relates to you, your lawyer has the duty to provide all assistance with reference to your own case.
