is there any law under which land acquired or used by the britishers and occupied by the successive state government be returned to the land owners

If the lands in question was occupied by the British by way of acquisition by due process of law of the time, it had devolved and vested in the Government of India and cannot be returned as a matter of course since there is presumption that the compensation had been duly paid.

when compensation is not paid and when only verbal agreement is made between the two parties for the use of land what are the limitations?
