Delay of fir

(Querist) 07 July 2012 This query is : Resolved 
one st women was raped by the neighbour.complaint was given to SP and it was endorsed to CI of police but CI and DSP are not intrested to file FIR .COMPLAINT has been endorsed before one month.STILL they are not filed FIR.now what steps i have to be taken.can i approach the SP AGAIN OR CAN I GO TO THE DIST COLLECTOR .WHICH IS THE BETTER OPTION TO ME SIR .PLS GIVE ME SUGGESTION.

The best option is to file a private complaint in the court.
