About selection in govt.

i have passed one competitive exam of Maharashtra govt. taken by Ministry of Economics & statistics. and my name is also declared on website as selected but after 4 months the selected list is cancelled and another 10 candidates list is declared
the actual advertiesement is for 10 candidate and meanwhile the vacant post is increased so dept. selected 18 candidate and again after 4 months new list for 10 candidates is declared please guide with limitation aspect and legal actions
