Conversion of no development land to non agriculture land

Dear Sir

We have a land at Pune, Maharashtra which is the No development zone, I would like to know whether it is possible to convert the same land to Non agriculture land

Background history and status on Government records/ title deed/ settlement deeds/ rectification deeds, as the case may be, would be necessary to check before appropriate advice. However, in normal cases, formal approval of the District Collector would be necessary for the purpose.
