Just obtain the address of the authority where you wish to submit the application.

No application is prescribed by act. Some deptts have laid down some format for their convenience but they cannot refuse information if asked on plane paper.

how to deposit 10 rupees and where to deposit it and how to send the application either by speed post or registered post.

no not by court fee.
(i) Indian Postal order
(ii)Demand draft
(iii) deposit rs 10/- in designated Post office alongwith application indicating the address of PIO. Post office will send it free of cost.
(iv) Cash deposit in the office on working day.
If you apply oneline then how do you pay the fee? There is no provision for the same in any deptt.
Your questies are not on point of law. You may visit the website of this deptt at http://www.ccrtindia.gov.in/
Mr Makkar has confirmed the address. Although you did not intimate the deptt from where you want information.
