Sir,
I would like to know who has the authority and responsibility about PRB ACT 1867?
Generally RNI Delhi verify, register, and control the Newspapers in india according to
PRB ACT 1867.At local level a DM or SDM verify papers of applicant and sent the papers to RNI. A declaration from publisher and printer must be authorized by DM or SDM.
Now my question is if a newspaper is running without registration who will take action against it under PRB ACT ?
In my case SDM says me, Police will take action and take the matters to court after registering the FIR.
Police says if SDM orders they will obey.Both sends ball to eachother's court. What should I do?

Under the provisions of this Act, SDM is the only competent authorrity to direct the police to lodge complaint if a complaint is received to it.
