Land acquisition ready recknor price

Sir,
A land has been acquired for public purpose in 2008. As per ready recknor price @2008 ,we have deposited Rs 35000/- towards 50% advance with Collector Office, prior to notification of Sec IV.
Due to some technical reasons at Collector Office ,the Cheque of Rs 35,000/- could not realized and was just lying at their office for 4 years , till Dec 2012. Due to non realization of cheque sec IV Notification could not be published and proceedings were lapsed .
Now Collector office has again demanded Rs 5,50,000/- (READY RECKNOR PRICE @2013) towards 50% advance for fresh notification of Sec IV.
Now Question is 1) whether this un-wanted increase in price, can be challenged ?
If,yes,then under what Sec/Clause this can be challenged.
2) Once you have demanded Rs 35000/- and now you are demanding Rs 5,50,000/-. If this increase is only due to mistake /fault of Collector office, why our Department should suffer,this unwanted financial burden .
Please guide.

Any person can challenge the action of the State due to which there seems increase of burden over State exchequer.
