Redevelopment in housing society

In building more than 25 years old part occupation has been obtained up to 3rd floor. Occupation for fourth floor has not been obtained. Now society planned to go for Redevelopment. Will there any problem from the local authorities in processing permission for redevelopment? If so how it should be dealt?

in other words building is legal only till 3rd floor . no OC has been granted for forth floor and its sillegal . if building goes in for redevelopment find out from local architects/consultants as to FSi that would be ggranted . if redevelopment is feasible and members are getting an additional room then only go in for redevelopment .
