There is a plot of 600 sq mts jointly owns by mwithout giving any proper opportunity to put my say .

Joint owners can remain joint till all intend to remain joint.
The moment any joint owner intends to get his share partitioned ,the remaining joint owners are bound to divide his share,in case they refuse,he has right to ask partition by court's decree.
You are laboring under mistake of law that you have 'right to force jointness' upon your brother.
The right recognized by law is to ask for partition and not for forcing jointness.

Your brother can seek his share demarcated separately in the joint plot.

In many jurisdictions power vests in revenue courts in respect of agrilands. you have not disclosed in which state the plot is and whether it is agri or abadi,i mean residential/commercial.
