Additions/alterations in tenented property

Respected Sir,
My uncle owns a Jewellery shop in Mumbai-Maharashtra.He wants to carry out some additions/alterations in the Tenanted shop.These additions/alterations are NOT in accordance with the sanctioned Plans. The Landlord is not approving these changes and he is not giving N O C to carryout the work.
Would it be appropriate to carry out the unauthorised work without the N O C of the Landlord. and if my uncle applies to B M C for regularisation of unauthorised work will the B M C approve the same.
According to a local lawyer the Landlord has the right to regularisation and Not the tenant. Is this true

Your Lawyer is correct.
The tenant cant do any alteration without the written permission of Land Lord.
If the tenant does so, the LL can evict him.
