Issue of notice under section 41a upon complainant

Complainant filed an FIR registered under 379 IPC. Subsequently after one year of registering the case Police issued notice to the complainant asking him to show document to the Revenue Circle Officer, of his land threatening arrest otherwise, whereas there is no such request from the Circle Officer(Revenue).
My question, notice under section 41A CrPC is given to the accused, whether it can also be given to the complainant ?
