Sir,
A departmental inquire was ordered against me by departmental Secretary for bigamous marriage,my head of the department was nominated as enquiry officer, almost a year has gone, but no inquire has taken place till date,my head of department called me once almost 6 months back but till date neither he has formulated an report nor has not forwarded any report to administrative department.
My, submission is that is there any time limit for completion of departmental inquire.

I was called by IO way back in February 2015 , inquiry was ordered in November 2014,
Almost a year has gone & no report was submitted.
My query is, Is there any time limit for inquiry to be concluded, if so please advise about time limit

During the course of inquiry what was the stage of inquiry proccedings, to say, what happened when you attended in February 2015?

Sir,
I was called by IO, As IO being HOD also in an informal way, he told me to keep all my revelent documents with his PA, which I did in December 2014.
As per enquiry order IO was advised by Admistrative Sectreray to call both the parties, but till date from my reliable sources nothing has been done, neither the second party has been called nor any report has been forwarded to Administrative secretary

It seems you are speaking about preliminary investigation, not departmental inquiry, which is ordered only after issue of the charge sheet and defence statement you were required to submit after issue of the charge sheet.
If charge sheet was served, what was the actual charge, whether any formal order for appointment of inquiry officer and the presenting officer was made with a copy to you, whether you were asked to nominate your defence asistant, and also how the proccedings were started by the presenting officer?

Initially there was primilarly enquiry, then after that an enquiry was orderd were in Additional Secretary was nominated an enquiry officer. The enquiry officer said that the official has violated services rules by contracting second marriage, however before any departmental action is initiated the authenticity of divorce deed is to be verified.
After that second enquiry was order, were in my HOD was made IO, he was directed to call both the parties & submit the report whether the official has contracted the marriage after divorce.

More to add after first enquiry charge sheet was issued, which was replied by me. Then after that second enquiry was ordered
