We are group of four co op hsg soc in thane district Maharashtra wanting to form association of persons for up keep of common amenities like security, club house, garden and lighting. where and how do we register this association of persons. Is there any other option. we cannot form federation of societies as we dont have min five societies.

Being a registered cooperative Housing society,it can independently take up issues.

There is no requirement of any Registration. But, there should be an agreement forming the AoP.
However, while filing the income tax return, you have to file the return in the capacity of an 'Association of persons'. All the income that comes into the kitty of the AOP is liable to income-tax. The AOP is liable to deduct TDS for the payments that it makes to the maintenance contractors. There may also be implication of service tax etc.

Why such association of person required when there is separate societies?
If the societies are not taking care of common matter / facility build pressure.
Whether society would agree for this group intervening their work / duties.
