Forgery u/s 463

My query is that, Police also suspects about the forged signatures on one of the document(Signature expert has already given report about forged signatures) but it stated in its inspection report that accused have not gained anything out of this and i as complainant not suffered loss due to this.

Report states about the 'Intention".

I need advise that,

1. Can i file complaint u/s 156(3) on the basis of this police report and request to follow procedure u/s 200 i.e., examining on oath and witness etc.? I want to argue regarding the intention of the accused as the police did not taken statement of mine properly. .

2. What is the shortest procedure of the above?

3. Is there any case law that the intention is matter to be proven after the examination of accused on oath? Am i saying it right?

Forgery is a forgery. plain and simple
whether there is a benefit or not is not an valid reason for not pursuing forgery charges
