After agreement now builder asking for extra amount

Dear Sir,
I purchased flat in Mangalore and total cost of 1500000.Bank has sanctioned the loan amount of 130000 and rest i paid by cash.Now my builder asking extra amount of 4lakh for electricity deposit and other such things.But I told them that i will not pay because it was not in the part of agreement.Kindly need your suggestion and how i can challenge legally.Attaching document for your reference.

Dear Sir,
I have purchased flat in Mangalore and total cost of the flat is 1500000.Bank has sanctioned loan amount of 1300000 and rest is paid by me during initial agreement.Now building is ready to handover and my builder is asking extra amount of 3,66,432 for Mescom,water ,ugd,and transformer deposit.But during our agreement these things are not mentioned.I need legal support to challenge this.Now builder refused for registration until I pay this amount.How I can deal and legally how I can challange him.

Well, the sale agreement is to be read for proper reply as in most cases bearing of such costs is made by the buyers because of some ambiguous terms mentioned in the sale agreement.
So without seeing the agreement containing such fine lines, if any, it is really difficult to advise on it.
