Threatening to do any illegal act itself is an offence and on the complaint of accused person, criminal proceeding can be initiated either by police or concerned criminal court.

Yes. Extending threat of doing an unlawful act is an offence punishable under the law. You may either file a criminal complaint or may lodge an FIR with the police.
