what remedies are available to a partner for wilful neglect of partnership buisness by a majority of the partners can court apooint a comissioner to supervise the parnership buisness

No you cannot appoint a court commissioner to supervise the partnership business. The only way left to you is to file a suit for rendition accounts or for dissolution of firm by giving prior notice to the parnter who is is willfully neglecting the business
