interview board for promotions

Is it mandatory to have a representative member belonging to Scheduled caste/tribe in the interview board for selection for promotion , if there are no Scheduled caste/tribe candidates coming in the zone of consideration for the interview?

Yes. In government organisations it is a rule that every interview board shall consist of atleast one member from SC/ST community. Therefore, it implies that even if there is no SC/ST community member to be interviewed, still Board shall have a SC/ST member.
