If, I, want to give information of some person who's expenditure is more then salary, then please tell me in which IT department, I have to inform and how

If the person is the govt employee then can lodge complaint with the Vigillance Commission.

File a complaint to the vigilance commission or ACB if he is govt. employee. otherwise file complaint to the ILT department.

You can give a complainant, it is called Tax evation petition (TEP), to the Director of IT (vigilance) of that area.

After 15 days from the date of your complaint to the DIT(vigilance), send an application under RTI seeking the status of your TEP.

See the action from them.

if he is a govt employee then complaint to his / her department and also to the income tax department along with the necessary details of his sources of income n bank accounts etc n it should be made to the office of the Director Income Tax ( Vigilance ) and aslo a copy to the concerned assessing officer of that person.
