Protection Officer verified and enquired me and my husband. But my inlaws gave them huge amount to support them. Its been two weeks that we met PO but still orders are not yet given.

The protection officer is having powers to examine the parties, the PO will directly give the report to the Magistrate.

There is no link of DV officer with the police. 498A is directly related with the police. If no action has been initiated by them then meet superintendent of police of your area or CAW and if still no action is taken then directly go to court and file your complaint there with application under section 156 (3) Cr. PC.
If DV action is not being initiated by Protection Officer then either you raise complaint directly to the judicial magistrate or make a reminder to the same officer to complete her investigation. You can also file application under section 12 of DV Act directly before court.

Yes , file a complaint u/s 156(3) crpc so the magistrate directs the police to register the FIR.
