Applying in obc category in a bank.

Hi, IM Sameer.Recently, IBPS conducted written a test for the probationary officers ,the score card issued by which is being accepted by 19 public sector banks.The score card is valid for 1 year. Banks come up with their own advertisements with seperate eligibility criteria.I applied in the general category for the written test as my OBC cert. was under process.But now I got the OBC cert. and I wish to apply in response to the individual bank ads in the OBC category.But my scorecard shows general category.Also the Banks are saying that, we get basic information about the candidates from the IBPS server, if they can change it, the banks have no problem.I requested the IBPS to change my category, but they refused straightaway. Is there any legal way out Sirs ?

You can issue a legal notice followed by a writ before High Court in the given case as it is timely matter.

Have U approached the RBI authorities / Ministry of Finance( Deptt. of Financial Services) for due redressal of ur grievance arising out of recruitment mechanism evolved for recruitment in nationalised banks before entering in to litigation.

You can not change your category. You have applied in the General Category and got the score under the general category, only subsequently, you got the OBC certificate.

You can not demand the banker to make changes with retrospective effect.

Any how try your luck through a Writ petition in the high court.

Sir, The process of written test is separate from the process of recruitment by the banks on the basis of the score obtained in the Common Written Test held by IBPS (Institute of Banking Personnel and Selection).The banks issue their separate notifications.The eligibility criteria set by the banks are different from the criteria which were set by the IBPS.In fact many students who qualified the IBPS written exam are not able to apply in any bank till now, because every bank is asking above 55%-60% marks in graduation.IBPS had not set any such minimum marks criterion.The score cards issued by IBPS are valid for 1 year and we can apply in any bank which recruits on the basis of the IBPS score-card.Previously I was not eligible for the OBC certificate due to creamy layer criterion. Now as the income limit has been raised to 4.5 Lakh, I decided to apply for the certificate.The Tehsildar created a lot of harrassment before issuing the cert. as he was not sure about the 4.5 lakh criterion. In view of these un-certainities, I applied in GEN category in the written test. I sent a letter to IBPS by speed-post, and they refused to accept it.The letter was returned back.

I think Mr. Makkad has rightly guided me.I sent the letter to change the category which was returned back as IBPS refused to accept it.The cutt-off for the written test in General category is much higher than what is in the reserved category as they follow the system of Gen Cutoff=Average score-1/4 standard deviation ; and Cutt-off for reserved category= Avg score-3/4 standard deviation.So, had it been the other way round, their objections may have been valid.Secondly, the Banks decide their own cutt-offs for each category. My score card is valid for 1 year. Does this mean that I have to wait for another year to apply in an OBC category and appear again in the written test? Their are serious flaws in their recruitment system.Moreover, there is no point in dis-allowing change of category when banks are ready to offer concessions in case the same is updated on the IBPS server.

The technical problem is that when we open an online application form on any individual bank's website to apply, it redirects us to the IBPS server and captures the information about the candidate from the IBPS server only, it allows changes only in certain fields, like marks obtained in graduation, but doesnt even display the category status of a candidate.When I requested the Banks that I wish to apply in reserved category in response to ur notification, they asked me to approach the IBPS to update details, but IBPS is un-relenting.Second problem is, I live near Delhi, IBPS has mentioned in the notification that any litigation must be filed in Bombay High Court Only. All the nineteen Public sector banks recruit on the basis of IBPS score. It means, this category status has to be retained by me permanently for 1 year.I seek your valuable opinion, learned Sirs whether I should go for the Writ or Not?? Thank YOu.

Every Bank issues notifications separately. I don't know when and in which month in this year any Bank will issue notification.It depends upon their vacancies which arise during this year.In the IBPS notification, it didn't mention about the vanancies as the Job of the IBPS is only to conduct a written test and issue a score card for all those who are above the cut-off score.It is not fair to freeze some candidate's category status for the rest of the year. Ans he doesnt even have any other alternative because all the 19 public sector banks will now recruit on the basis of IBPS score only.Can't these things be argued in a court of law learned Sirs?

I guess not.

However there is always a PIL way out.
