goods sold to outer state government are taxable or not?if taxable,it attracts vat or cst?

With out exemption Govt. or Govt department are taxable.

The sale from State A to State B shall be governed by Central Sales tax rules. Prevailing tax rates are 2% against C From or full VAT rate (as applicable in selling state on that product) if no C From.

Normally state government departments do not issue C froms and hence full VAT rate shall be applicable as far as tax liability is concerned.
