Yes. Government procedures are not governed by the rules of first come, last go or last come first go rules. Service rules are not governed by material management rules. Posting and transfers are regulated by exgency of services.

Even if you are able to get some tasteful reply just for your mental satisfaction, as you have tried by posting at least three different threads on the issue, legal position may not change.

Instead of solving your problem through legal means, better try to convince your authorities to help you.
