builder has agreed to sell a flat for Rs.13,00,000/-, now he is demanding 15,50,000/-. builder has given only confirmation letter for selling a flat but has not mentioned agreement value on letter. Can a purchaser file a consumer complaint against builder for hike value.

if agreement value has not been mentioned in writing you have no proof that rs 13 lakhs was rate agreed upon

Mr Ajay is right. But is you have agreement for Rs.13,00,000/- now can file complaint with the present demand letter

If you can prove that the builder has committed defeciency of service i.e difference between promise and performance - you can file a consumer complaint.
