Gift of a flat before possession from builder

My elder sister had booked a flat 3 year ago with Builder Uppal Housing, Faridabad. This Housing Project will be completed in Feb., 2013 and they are going to give possession in last week of Feb., 2013 or First week of March 2013. She has not taken the possession of Flat yet and Flat is not registered her name yet with HUDA but this flat was booked by her and she has made Rs 30 lac payment to them.
Now my question is Can my sister gift this flat to me by gift deed and execution of gift deed before taking the possession of flat from Builder.
OR this flat will be gifted after taking possession from Builder and doing its registry with HUDA.
Is it true that we have to pay double registration Fee one at the time of possession and another after gift deed and its execution.

She can gift the property to you by gift deed on payment of stamp duty.
You after transfer will have to get it executed from HUDA on payment of stamp duty again.

builder will charge you transfer charges for getting flat transferred in your name . in addition you have to pay stamp duty and registration charges in case sister gifts property to you

First of all your sister shall have to get her CD from Haryana Urban Development Authority and only then your sister can gift it to you. Stamp duty on gift in only 3% in urban areas in Haryana whereas the CS shall be on the prescribed rates.

Welcome for your appreciation. CD means Conveyance Deed and lastly used word CS is a typographic error which should have been CS instead of CS.
