I want to put an academic query which is of great importance in law and legal proceedings. Let a Rule be of the form
"If P happens, then Q should be done by adopting A, B, C, D, or E."
Can the clause "E", detached from the aforesaid Rule, be regarded to be a Rule?

Equation based mathematical and algebric problems have to be solved in your classroom only, not in any legal forum.

If you have some specific legal problem, come forward with that only.
