Refused last month pay for resignation

I worked at Institute for Plasma Research, Gandhinagar, India recruited through an agency as a scientific assistant for a period of one year.(attached the appointment letter).
I resigned the position after 6 months. I have sent a Notice of Resignation through email on 07,Feb-13 mentioning that I would like to resign w.e.f 1,Mar-13. I got no reply for that e-mail.
The representative of the agency gave me a letter(attached) on the last day at office and said that all the procedures are over and I will receive my salary for the month of Feb as usual.
I didn't receive my salary even after a month, I called the agency office many times enquiring about the status of my salary, but I got no proper response. Finally I got the mobile no. of the agency boss, When I called him, He said me that I will not get my salary because the Notice Period of my Resignation was less than the value defined the agreements of the appointment letter. But, I have discussed about this issue with the representative of the agency before sending the Resignation Notice to the agency and the representative confirmed me that there will be no issues related to that.
I don't know how to proceed further with this issue. Please guide me what I should be doing now.

If you have signed the agreement containing the clause which the company is now resorting to, then what the agency is telling you now is of no consideration.
You have to abide by the stipulations in the job contract.
If there is no such thing, then claim your dues through legal means.

Serve a legal notice to the agency through your lawyer and be ready to face the deduction of 7 less days of your salary if the notice period was for one month.
