Flat construction.

Sir,

I have taken a flat from the Builder, who is also having his own flat in that same building. At the time of registration, he had constructed three floor building. Now after eight years he is again constructing the fourth floor and selling it to outsiders. Now my question is wheather he is legally authorised to construct fourth floor and sell it to outsiders without consent of Flat owners (who has done registration of their flats long back) of the same building.

he needs permission of the society to construct additional floors . i presume society was formed

Without consent of Society and without sanctioning of building plan by the Municipality, it is not possible.
